John Thwaites, Victoria's Health Minister, has ruled out introducing his own laws to allow surplus IVF embryos to be used for stem cell research.

While federal cabinet is reportedly considering banning the use of the embryos, the NSW Premier, Bob Carr, has indicated he would set up his own laws, if the federal government implemented such a ban.

Mr Thwaites says Victoria believes a national approach is needed. "We will work with other states and with the national government to get that national approach," he said. "You cannot have this sort of area of research with different rules in different states."
